Morgan Sindall partnered with Simetrica-Jacobs in developing the Supply Chain Social Value Bank™ for use across the construction sector. The tool is an online platform that provides easy access to robust social value measurement based upon best practice methodologies endorsed by government guidance.
Simetrica-Jacobs conducted primary and secondary research to develop values for a range of outcomes across employment, community engagement and the environment. This includes valuing the impact of apprenticeships, schools engagement linked to Design, Engineering and Construction (DEC) and reduced landfill. Primary research using Discrete Choice Experiments allowed us to value levels of compliance against the Considerate Constructors Scheme, capturing value to the local community of improved building practice. As well as being consistent with the HM Treasury Green Book, the tool makes adjustments, in line with government guidance, to reflect what would have happened anyway in the absence of the project (so-called ‘deadweight’).
Morgan Sindall have now used the tool for close to 100 projects, giving them a clear understanding of their impact and allowing them to demonstrate their social impact to external stakeholders. This has helped to ensure that social value is easily understood amongst their employees and actively pursued.
With the Supply Chain Social Value Bank, evaluating social impact and social value in a consistent, rigorous and methodologically sound way has become straightforward and a routine part of their project process.
